Preferred Training Methods?
KRWA recently was awarded a major board/council training contract by
KDHE. The purpose is to help boards/councils better understand the Safe Drinking
Water Act’s Capacity Development requirements. Those requirements cover
technical, financial and managerial aspects of running a PWS. The training would
be voluntary.
We know that board/council members are busy people. Please help us select the
right mix of training methods.

E-Publication?
With increased access to and use of Internet, KRWA would like to
determine the level of interest by the public in an "e-publication." The
question KRWA has is whether you would be interested in receiving such an
electronic periodic newsletter (e.g., once a week). The e-letter would be sent
by email attachment. Another option would be for KRWA to post the e-news under a
new link on www.krwa.net.

you prefer to have a link on KRWA's homepage?

Capacity Development Issues?
The Safe Drinking Water Act says that that public water supply systems
(cities and rwds) need to have Capacity... in other words, the "technical,
managerial and financial" capacity to meet regulations and provide good service.
The survey question is: What do you believe is the greatest issue that affects
"Capacity Development" across Kansas?
Utility staff who need more training. | Board or council members who focus
too much on keeping rates low. | Regulations that add financial burden to

Improving Security?
Water utilities have been under a security alert since the attacks on
Sept. 11, 2002. Congress recent passed legislation requiring water system
serving more than 3300 people to conduct security vulnerability assessments.
KRWA has posted a "vulnerability assessment" on this homepage.
The survey question is: What has your water system done to improve security?

Re-map with GPS?
Kansas Rural Water Association has been involved in a pilot study to
establish a GPS utility mapping program. This pilot has tested various
procedures regarding equipment accuracy, feature file standards and structure of
the geodatabase, processing and map production. The goal is to help cities and
rural water district attain improved (and affordable) utility mapping technology
using GPS equipment.
Is your city or RWD interested in re-mapping your utilities
using GPS technology?

Internet Training?
The typical training for operators and water utility management, even
boards/councils, typically consists of people traveling to a regional location
to hear presentations and/or participate in hands-on practices.
KRWA is interested in converting related course material into computer-based
training formats for Internet delivery. These courses would be used for drinking
water and wastewater operators to earn operator credits required by the State
and for boards/councils to achieve certain levels of proficiency in management
courses. This training effort would be an "enhancement" to present training that
is offered. A learning management system would be used to register users,
activate enrollment, document courseware activity and administer quizzes and
tests. Results of online quizzes would be immediately available with incorrect
answers identified and explained. KRWA's question is: Would your city or RWD be
interested in such training programs if available at reasonable costs?

Expanded Financial Services?
The Kansas Rural Water Finance Authority and KRWA plan to provide
expanded financial related services to member cities and RWDs, e.g., assistance
in packaging loan and grant applications so that the best financing option is
obtained, help with budgeting, financial planning and analysis, rate reviews,
etc. Would your city or RWD be interested in such services if available at
reasonable cost?

One Stop Financing?
For the past 2 years, funding agencies (KDOCH, KDHE and Rural
Development) have invited cities and RWDs with prospective projects to present
requests for funding at joint meetings of the agencies. Does your city or RWD
support the concept of "one stop financing" so that any request for state or
federal assistance is brought to a central review -- the goal being that the
borrower be made aware of the various funding options and that the funding
agencies then better target their assistance to specific applicants?
