Meet the KRWA Board of Directors . . .
The Kansas Rural Water Association has nearly 800 municipal and rural water members.
KRWA is governed by a 7-member board of directors. Minutes of board meetings are posted on
www.krwa.net under “Online Resources” and then “News”.
Carl Chalfantis the City Administrator for the
city of Washington, and has been in that position
for five years. Previously, he was the City
Administrator for the city of McLouth, in Jefferson
County, where he spent 23 years. Carl holds both
Class II water and Class II wastewater certifications.
He has worked though several utility upgrades
while in McLouth and is now currently working
with the city of Washington on an upgrade to their
electric distribution system. Upcoming projects he
is planning include replacement of city water and sewer distribution lines.
Carl retired from the volunteer fire service when he left McLouth, after
36 years of service to two communities. He has been an EMT for more
than three decades, and remains an active volunteer on the Washington
ambulance service.
Carl and his wife, Vickie, have been married for over 43 years, and have
two daughters, Megan and Melinda, and enjoy spending time with their
five grandchildren. Carl also enjoys fishing and playing on the family farm,
in nearby Barnes, Kansas.
Carl was elected to the KRWA board of directors in 2017.

Mike Fulkersonis the Operations Manager at
Consolidated Rural Water District #1 of
Leavenworth County, based in Basehor, Kansas.
Mike has been working with the water district for
18 years. He currently holds a Class II Water
Operator Certification.
Mike and his wife Carrie, enjoy traveling and
watching their kids, Johnny and Katie, compete in
track and cross country at Baker University.
Mike was elected to the KRWA board of
directors in 2018.

Paul Froelichis Superintendent of Utilities for
the city of Enterprise, Kansas, located in Dickinson
County. Paul holds a Class I water and Class I
wastewater certification. He is also the contract
wastewater operator for Dickinson County Sewer
Districts 1 and 3. Paul has been with the city of
Enterprise for 19 years. He has been fire chief of
Dickinson County Fire District #1 for 35 years and
has obtained numerous FEMA accreditations in
emergency management and has commanded the
response to two major tornado events. Prior to coming to the city of
Enterprise he was a deputy with the Dickinson County Sheriff and also
worked in the 911 dispatch center prior to the sheriff’s department. Paul is
married to his wife Janette and they have two grown daughters.
Paul was elected to the KRWA board of directors in 2016.

Scott Robertsonis the Utility Superintendent for
the City of Hesston located in Harvey County. Scott
has been with the city for six and a half years. Scott
started working for municipalities in 1987 for the
city of Bishop, California. Then in 1992 he accepted
the Public Works Director position for the city of
Phillipsburg, Kansas. He was selected Public Works
Director of the year by KRWA in 2010. Scott holds
both Class II water and Class II wastewater
certifications. Scott and his wife Chris have two
daughters Kayley and Shelbie.
Scott was elected to the KRWA board of directors in 2016.
Patricia (Pat) Shafferhas been bookkeeper at
Rural Water District No. 5, Butler County, since
1982, and has served as Office Manager in recent
years. Pat has served in several positions on the
Association board of directors including board
president. She has been instrumental in facilitating
the RWD Office Forum which she helped originate
in 2009. She has always balanced family activities
with her concern for and interest in water system
matters, and she continues to do so.
Pat was instrumental in assisting with the merger of RWD No. 8 with
RWD No. 5 in 2013, with No. 5 assuming the 523 customers. Pat is also
especially pleased to have built a great relationship with surrounding
water system, other communities and township governments.
Pat and her husband Dale have a son and daughter and all three
families live on the same tract of land purchased by her grandfather in
1929. They are members of Chapel Hill UMC, where Pat has served on the
Trustee Committee and church secretary as well as co-captain the First
Impressions Team.
Pat was elected to the KRWA board of directors in 1997.

Bill Shroyer is a native of Sabetha, Kansas and
graduated from Sabetha High School in 1975. He
was first hired by the city of Sabetha in 1983 as a
general laborer and was later named Supervisor of
the General Services Department which includes
the Streets, Water, Wastewater & Parks
departments. During this employment, he
completed education and testing requirements for
the Kansas Department of Health and
Environment Class III water operator license and a
Class IV wastewater operator license which he maintains. From 1994 to
1999, Bill worked for the Kansas Rural Water Association as Wastewater
Circuit Rider. In 1999 he accepted the position of Assistant City
Administrator for the city of Sabetha. Under the direction of the City
Administrator, Bill is directly in charge of 35 full-time employees and all
departments within the city of Sabetha. Bill has three sons and six
grandchildren
Bill was elected to the KRWA board of directors in 2014.

Allan Soetaertis Manager of Rural Water
District No. 7, Johnson County. He has been
employed by the district for more than 30 years.
Allan holds a Class IV Water Operator Certification
and has certification in Environmental Water
Technology.
Allan is presently the Treasurer of the Kansas
Rural Water Association board of directors; he is
also Chairman of the Hillsdale Water Cooperative.
He is active with numerous community
organizations including serving as a board member of ElevateEdgerton!
which is an economic development corporation for Edgerton, Kansas and
is a board member of the Gardner-Edgerton Chamber of Commerce
(Treasurer) and also the Spring Hill Chamber. Allan serves as a member of
the Supervisory Committee for the Kansas Rural Water Finance Authority
on the Ellsworth RWD 1 (Post Rock) project and is a member of the board
of representatives of the Authority. He also is a member of the Kansas
Section American WaterWorks and National Rural Water Association.
Allan was elected to the KRWA board of directors in 2011.
